TÜRKİYE AİLE VAKFI-TAV (ACİL)
Topluma yönelik hizmetlerin sunumunu inşaat yapmaya benzetirsek; kamu ve yerel yönetimlerin görevi kaba inşaat kısmı, gönüllü kuruluşların (STK/NGO) vazifesi ise işin ince işçilik kısmıdır.
Ailede de durum böyledir.
Babanın işi, inşaatın demir ve beton gibi kaba işleri, annenin işi ise, ince işçiliktir.
Medine’de mescit merkezli kurulan İslam Ümranı’nın itici gücü vakıflardır.
İlk sosyal hizmet kurumu olan “ashab-ı suffe” merkezli gelişen gönüllü teşekküller hayatın bütün alanlarına hızla nüfuz etmiştir.
Göçmen kuşlardan, ırzahanelere (süt annelik vakıfları), içme suyu hizmetlerinden mahalle sandıklarına; ecdadımız hayatın en ince ayrıntısına kadar vakıflar üzerinden gönüllü hizmetlerle kamu ve yerel yönetimlerin yaptığı kaba inşaatı ince işçilikle desteklemiş ve bütün boşlukları gönülle/gönülden doldurmuştur.
Cumhurbaşkanımız tarafından 2025 yılı “Aile Yılı” ilan edildi.
Bu yıl da atmamız gereken en önemli adım “Türkiye Aile Vakfı” nı kurmak olmalı.
Aile ve Sosyal Hizmetler Bakanlığı aileye yönelik hizmetlerin kaba kısmını yerine getirirken “Türkiye Aile Vakfı” işin en kılcallarına kadar nüfuz etmelidir.
38 yıllık memuriyet hayatımın 19 yılını Aile ve Sosyal Hizmetler Bakanlığı çatısı altına çalıştım.
Cumhurbaşkanlığı ve Başbakanlık destekli birçok projede bulundum.
Bakanlık ve bağlı kuruluşları yakından tanıma imkânı buldum.
Nimet Çubukçu, Fatma Şahin, Çiğdem Erdoğan Atabek ve Mahinur Özdemir Göktaş ile bizzat görüştüm.
2004 yılından bugüne başkanlığını yaptığım “Aileyi Destekleme Derneği” üzerinden aileye dair çok önemli gönüllü çalışmaların içinde bulundum.
Dolayısıyla Türkiye ve Dünya’daki aile odaklı çalışan STK/NGO hareketinden haberdarım.
Örneğin; Hollanda-Amsterdam’da 1520 yılında kurulmuş 0-18 yaş gençlere yönelik çalışan Spirit Foundation ile 5 yıl bizden 10, onlardan 10 kişilik ekiplerle “Aileye Aile İçinde Yardım Projesi”nde Türkiye ekip başkanı olarak birlikte çalıştık.
Proje sonrası “Aileye Aileye Yardım Projesi” en önemli çıktısı Yurt ve Yuvaların kapatılarak sevgi evlerine dönüştürülmesi oldu.
Projenin bir sonraki hedefi ise; sevgi evlerinin de kapatılıp koruma altına alınan her çocuğun “İlk Yardım ve Müdahale Merkezi”nde kısa bir müddet yasal prosedürler için misafir edildikten sonra sırada bekleyen evlat edinme ve koruyucu aile sistemindeki ailelere teslim etmekti.
Çünkü BM Çocuk Hakları Evrensel Beyannamesinde yer alan “Her çocuğun bir aile içinde büyüme hakkı vardır” hükmü gereği bu süreç tamamlaması gereken bir zorunluluktur.
Örneğin; koruyucu aile bulunması hususunda gönüllü teşekkül desteği şarttır.
Henüz bu aşamayı maalesef tamamlayamadık.
38 yıllık kamu görevinde gördüm ki; gönüllü destek olmazsa kamu çok fazla boşluk bırakıyor.
Örneğin; Diyanet Vakfı’nın faaliyetlerini çekin, Diyanet İşleri Başkanlığı kurumu hizmetlerinde büyük boşluklar oluşur.
Yazımda özetle ifade etmeye çalıştığım düşüncelerimi ve “Türkiye Aile Vakfı” önerimi Konya’da Taş Bina’da Aile ve Sosyal Hizmetler Bakanı Sayın Mahinur Özdemir Göktaş’a bizzat ilettim.
STK/NGO ve medya kamu ve yerel yönetimlerde fikir, proje ve uygulamalarda destek vererek işin ince işçiliğine talip olmalıdır.
“Türkiye Aile Vakfı” 2025 aile yılının en acil, en zaruri ve en önemli adımıdır.
“Gönül öyle bir kelimedir ki; alçak gibi bir kelimeyi dahi kanatlandırır” der rahmetli Fethi Gemuhluoğlu.
“Türkiye Aile Vakfı” ile gelin aile ve sosyal hizmetleri gönülle buluşturalım.

Turkish Family Foundation-TFF (Urgent)
If we compare the provision of services for society to construction; the duty of public and local governments is the rough construction part, while the duty of voluntary organizations (NGOs/NGOs) is the fine workmanship part.
The situation is the same in the family.
The father's job is the rough construction works such as iron and concrete, while the mother's job is the fine workmanship.
The driving force of the Islamic Umran, which was established in Medina with a mosque, is the foundations.
The first social service institution, the voluntary organizations that developed with the "Ashab-ı Suffa" center, quickly penetrated into all areas of life.
From migratory birds to İrzahanes (wet nurse foundations), from drinking water services to neighborhood chests; our ancestors supported the rough construction carried out by public and local governments with fine workmanship through voluntary services through foundations, and filled all the gaps wholeheartedly.
The year 2025 was declared the "Year of the Family" by our President.
The most important step we need to take this year should be to establish the “Turkish Family Foundation”. While the Ministry of Family and Social Services carries out the bulk of the services for the family, the “Turkish Family Foundation” should penetrate into the smallest detail of the work.

I worked for 19 years of my 38-year civil service under the roof of the Ministry of Family and Social Services.
I took part in many projects supported by the Presidency and the Prime Ministry.
I had the opportunity to get to know the ministry and its affiliated organizations closely.
I met with Nimet Çubukçu, Fatma Şahin, Çiğdem Erdoğan Atabek and Mahinur Özdemir Göktaş in person.
I have been involved in very important voluntary work regarding the family through the “Family Support Association”, which I have been the president of since 2004.
Therefore, I am aware of the family-oriented NGO/Global NGO movement in Türkiye and the world.
For example; We worked together with the Spirit Foundation, which was founded in 1520 in Amsterdam, Netherlands, and works for young people aged 0-18, for 5 years as the Turkey team leader in the “Aid to the Family Within the Family Project” with teams of 10 from us and 10 from them.
The most important output of the “Aid to the Family Within the Family Project” after the project was the closure of the Dormitories and Nurseries and their conversion into love houses.
The next goal of the project was to host each child who was taken under protection by closing the love houses for a short time in the “First Aid and Intervention Center” for legal procedures and then hand them over to families in the adoption and foster family system waiting in line.
Because this process is a must to complete according to the provision in the UN Universal Declaration of the Rights of the Child, “Every child has the right to grow up in a family”.
For example, voluntary support is essential in finding a foster family.
Unfortunately, we have not yet completed this stage.
In my 38 years of public service, I have seen that; without voluntary support, the public leaves too many gaps.
For example; withdraw the activities of the Religious Affairs Foundation, there will be big gaps in the services of the Presidency of Religious Affairs.
I personally conveyed my thoughts that I tried to summarize in my article and my “Turkish Family Foundation” proposal to the Minister of Family and Social Services, Mahinur Özdemir Göktaş, at the Taş Bina in Konya.
NGOs/NGOs and media should support public and local governments in ideas, projects and applications and be willing to do the fine work.
“Turkish Family Foundation” is the most urgent, most necessary and most important step of the 2025 family year.
“Heart is such a word that it gives wings to even a word like traitor” says the late Fethi Gemuhluoğlu.
Let’s bring family and social services together with the heart with the “Turkish Family Foundation”.
Let’s put heart into the work so that it can take wing and fly.
